Our approach to the Project Management Process:
Cayena Consulting firmly believes that project managers need to effectively apply the
principles of Project Management; in order to accomplish this, they must use
processes that are consistent and repeatable.

At a higher level, before we start applying the triple constraint of time, cost and scope,
every project has to consider  
four fundamentals:

►Recognize the need for a common vocabulary for
effective communications.

►The need to establish a
common goal and work as a team acknowledging the
common goal, interdependencies and creating a trust, code of conduct and shared
reward for the team. (Storming, Forming, Norming and Performing)

►Adapt the Project Life Cycle (PLC) to the individual needs of the project and the
corporation  with the goal to
create a win-win a situation. It is at this point that we begin
to consider the triple constraint: First,
Budget (Can we afford to do it?, do we have a
financial  plan?)
. Secondly, Time (Can we meet the schedule? Do we have the
resources?)
and finally Scope (What is the problem and solution?, how do we do it and
prove it?, and is the customer smiling when the product is delivered).

Utilizing best practices (techniques and tools) and applying  those situationally to
every project cycle. Cayena Consulting has nine elements in its process model. The
nine elements are: Project Requirements, Organization options, Project Team, Project
Planning, Opportunities and Risks, Project Execution and Control, Project Status,
Corrective Action and Project Leadership. These elements are executed and closely
match PMI's framework of initiation, planning, execution and control and closure and the
execution depends on the project category predictive or adaptive.


The first two fundamentals, common vocabulary and teamwork, are perennial
properties of the project process; and are fundamental to the success of the project.
Finally, adapting the Life-Cycle and management elements to the project category
ensure proper application of proper  processes to achieve success.

By understanding the competing forces in every project or group of projects; Cost,

Management Team Biographies
Joe G Silva - Principal - Owner
Mr Silva heads the dynamic management team of Cayena Consulting.

He has spent most of his impressive career working in planning and project management for software
projects in Silicon Valley and internationally. He is an expert in the field of project control and
planning for software projects. He has previously directed the Viper software division in
KLA-Tencor;
the leading world producer of semiconductor inspection equipment.

Mr Silva has considerable experience and a proven track record of delivering large-scale
technologically complex projects on time, within scope and budget; he has introduced profitable
commercially successful products for Internet, Semiconductors, and Biotechnology.

• Worked with the CIO organization of
CNET Networks to develop corporate wide improvements in IT
technology, also managed Development / Operations for International eCommerce sites in the
European Markets for
CNET Networks - mySimon.

• Member of the founding management team, planned, designed the architecture, recruited the
team, and subsequently managed the software implementation of the
KLA-Tencor Viper 24xx series
product line for Macro Inspection.  

• Member of the biotechnology start-up company
Molecular Dynamics; where he designed Image
analysis programs intended to assist life science researchers. To this end, built and implemented the
architecture and tools for
ImageQuant™ software for Windows™ and Macintosh™. This leading
biotech company was acquired by
Amersham Biosciences  and is now part of GE Healthcare).

Educated at the University of Florida where he obtained an MSEE (Master of Science in Electrical
Engineering), Mr Silva is a member of
PMI and holds a Project Management Certificate from UCSC.
In addition, Mr Silva volunteers and contributes to the
Child Family Health Foundation (CHFI) in
association with
Stanford University School of Medicine California.

Alfred Kinzie - Principal
Mr Kinzie has extensive experience on program management; as well as experience marketing high
technology systems, development and integration of hardware / software projects in a variety of
complex business environments.

In addition, he has had extensive consulting background in Executive Management, International
Marketing, Sales and Customer Service in the aerospace and high-tech industry both domestic and
international. Some of his notable clients were
Caterpillar Corp., Litton Ind., Titan Corp., United
Airlines, British Airways and Japan Airlines.

He has managed multi-functional project teams to transition developmental programs to full
production. Moved mature product manufacturing to lower cost areas, and managed all major
subcontracts worldwide.

Mr Kinzie's expertise lies in effectively collecting data from all organizational levels by analyzing
and redesigning business processes to strategically focus critical business functions. Assessing
business situations, defining turnaround targets. He has strong organization/communication skills,
which facilitate success in attaining commitment, and teamwork to implement agreed upon solutions.

• Collaborated with engineering to delivering the first Prophet electronic warfare signal intelligence
sensor one year to the date of contract award, met system requirement and the financial plan,
receiving numerous commendations from
US Army.

• Worked with Business Development teams which booked new, not previously forecasted, business of
$25M.

• Directed Program Management team which exceeded sales volume by $70M year.

He is also an teaches International Business, Operations Management, Material Management,and
Supply Chain Management at the
College of Business of San Jose State University; where he is
Recognized and rated outstanding by professors and students.
